### Suzhou Industrial Park Social Organization Support Policy Q&A
#### 1. Why was the "Suzhou Industrial Park Social Organization Development Support Measures" introduced?
**Answer:** According to Article 19 of the "Suzhou Industrial Park Social Organization and Social Worker Talent Development Support Measures" (Suyuan Regulation [2021] No. 1), "These measures shall take effect from the date of issuance and remain valid until December 31, 2023. Upon expiration, adjustments will be made based on actual conditions." To better adapt to the development needs of social organizations under new circumstances and in line with the specific conditions of the park, a new round of support measures for social organizations in the park has been formulated.
#### 2. What content changes have been made in the new round of support measures?
**Answer:** The new support measures have been adjusted and optimized in four main areas:
1. **Encouraging Social Organizations to Participate in Social Governance:**
Due to the current shortage of social organizations in the park that can play a role in social governance, the new support measures have increased support for such organizations to further promote the establishment of a multi-stakeholder participation framework in grassroots social governance.
2. **Strengthening Party Building in Social Organizations:**
Strengthening the Party's construction within social organizations is a practical requirement for regulating the management of these organizations and an urgent need to cultivate and develop qualified Party members within them. The new support measures provide certain support to social organizations that have established Party organizations and demonstrated outstanding performance in Party building. Through policy guidance, the overall level of Party building work within social organizations across the district is expected to improve.
3. **Enhancing the Brand Influence of Social Organizations:**
Currently, there are few social organizations in the park with strong brand influence. The new support measures aim to consolidate the achievements of social organizations, publicize their outstanding contributions through the selection of service project cases, and gradually expand the social influence of the park's social organizations.
4. **Optimizing the Development Environment for Professional Social Workers:**
To attract more professional social work talents to participate in grassroots social governance and social services, the new support measures have increased support for professional social workers within social organizations, encouraging them to exert more professional influence. Social organizations that assist in the employment of park-based college graduates will also receive certain support.

Community-based social organizations should apply through the Community Social Organization Federation.
The initial review of social organization support applications will be provided by their business supervisory unit (industry management department). The initial review for applications from full-time leaders or professional social workers will be provided by their respective organizations. The Social Affairs Bureau will then issue an official review opinion.
The list of approved recipients will be publicly disclosed according to government information disclosure practices. After a period of public consultation, the Social Affairs Bureau, in coordination with the Finance Bureau, will allocate the funds following the relevant procedures.
#### 5. How is the use of support funds monitored?
Social organizations must conduct their activities in accordance with laws and regulations. Support and reward funds should primarily be used for the development and operations of the organization. They must follow the accounting system for non-profit organizations in using these funds and consciously accept the supervision of financial, audit, inspection authorities, and their business supervisory units (industry management departments), as well as public oversight.
The Social Affairs Bureau is responsible for the budgeting and performance management of support funds and will supervise the use of funds by social organizations through random inspections, routine checks, and special investigations.
